Hidden at a desolate air base in a former Soviet Republic is an awesome weapon, the only working prototype of the MIG 35 "Firebomb" the Soviet stealth fighter/bomber. A mercenary assault team led by former Spetnatz Colonel Vlad Kotchov (J. Christian Ingvordsen) and the beautiful but deadly Nadia (Kelly Gleeson) assault the base and steal the black stealth plane. The navy has to convince Frank White (Frank Zagarino) to return to active duty so he can save the day.

High above the Earth, Top Gun pilot turned astronaut Frank White commands his first Space Shuttle mission. While in orbit, the science team headed by Doctor Bender runs a critical experiment utilizing the unique properties of micro-gravity to cultivate a cure for the Ebola virus, the most lethal pathogen known to the human race. Back on Earth, an accident on the way to de-brief leaves the entire science team dead. Only Dr. Bender has survived. Suspecting foul play, Frank White infiltrates the hospital where Dr. Bender is quarantined, and learns from the critically injured scientist that the accident was arranged.

An American attack submarine on patrol in the South China Sea intercepts an SOS from a Russian freighter. The freighter was attacked by unidentified frogmen on the high seas and high grade plutonium was stolen. The FBI suspects this attack is the work of Darian Cain, a former Russian Commando turned terrorist. When a special anti-terrorist team is formed, Special Operations (SPECOP) Commander Webb Buckley and navy seal Bone Conn are chosen to join their FBI counterparts special agent William Murphy and special agent Morgan Daniels and an uneasy alliance is struck between the military and the FBI. Their mission: to capture Darian Cain and bring him back to the U.S. to face justice and to recover the high grade plutonium.
