It is the year 2000 and the World Global Union is in charge, although other countries are allowed to elect their own government leaders, as long as they support the Union. When Austria's newly-elected president, played by Josef Meinrad, makes his inauguration speech he declares Austria independence and issues an edict ending Austria's financial support for the Global Union.

Hubert Gerold, the new forester of the Silver Forest, fights against the deforestation of his idyllic forest with the help of the court councilor. He actually succeeds in convincing the local council to sell building land instead of the forest. When Hubert meets Liesl, the court councilor's granddaughter, at a hunters' ball, his happiness seems complete. In Alt-Köstendorf in the Salzburg region, the dean, known as Seelenbräu, and the brewer Hochleithner, known in the village as Leibesbräu, are fighting for supremacy. When two Russian captains of cavalry came to a German post station one of them recalls what happened long time ago. Franz Schubert toils by day as his father’s clerk while secretly composing in Beethoven’s shadow, gaining little recognition until friends persuade publisher Diabelli to host a public performance where he meets and falls for soprano Therese Grob.
