Tai Kato’s early 20th century set yakuza epic about an ordinary merchant girl (Hiroko Maki) who crosses paths with an assassin (Tetsuya Watari). The encounter sends her to jail as a suspected accomplice. Years later she marries a yakuza boss, whose gang is affiliated with working class people.

A rookie newspaper journalist, Takema Sakaki, has a strong sense of justice. In the Diet Building he gets acquainted with a library worker, Reiko Nakafuji. Reiko's father was a member of the Diet who was assassinated six years ago. Through Reiko, Takema joins Tsūkai-kai, a group of young people who respect her late father's political ideas. With the assistance of Tsukai-kai, Takema eventually uncovers the political scandal related to postwar compensation which led to the murder of Reiko's father.

The film tells about drug trafficking from Vietnam to Tokyo and Okinawa. Tetsuya Watari plays a photographer who uses his camera as a blackmail weapon. He is on the trail of a narcotics smuggler (Mikio Narita) and his beautiful contact (Haruko Wanibuchi). Watari meets a former gangster (Yujiro Ishihara) who is seeking revenge against Narita, his former partner. Watari and Ishihara become allies and hijack the dope shipment. But Narita threatens the life of Haruko, who turns out to be Ishihara's sister, and demands the dope in return for the girl.

Takijima explains that he found her in Singapore working as a street girl and brought her back to Japan. Sawako had lost her memory after being subjected to narcotics. Kagari swears to find the person responsible.

Godai is enlisted to race in an annual endurance race, The East African Safari Rally. Peripheral to this is the story concerning Godai's former lover Yuko (Ruriko Asaoka), a fashion designer, and her friend Anna (Emmanuel Riva), who happens to be Pierre's wife.

Osode, the daughter of the second-ranking retainer of the Katsuyama Domain, carried a blood-sealed letter that served as evidence of a conspiracy involving the assassination of the domain lord by the Deputy Chief and the lord's younger brother.
