In the 1930s , a Japanese cult called The Temple of Hades was ordered to cooperate with the Japanese military to destroy China. They buy so many young children from poor family , who will be trained as a lethal killing machine and serve the Empire of Japan. One of them is Vajra , who was forced by his captors to fight for the food , and accidentally causing the death of his brother. A monastery holds four books containing the secrets of its powerful martial arts techniques. Everybody wants to get their hands on them, including a band of local evil types. The abbot is killed, and the head students begin to argue over who should keep the books safe.

The story is based on the historic martial art legend Hung Hei-gun (Donnie Yen) in the Qing dynasty. In the final stand Hung Hei-gun and Fong Sai-yuk (Nick Cheung) fight their way to defend the Shaolin Monastery against the invading army of the Qianlong emperor who was trying to get rid of oppositions. Qianlong was also afraid to reveal that he was not a true manchu.

Yang, a thief, witnessed his adoptive father's murder and vows to avenge his death after stealing a jade buddha with Hong. He meets Mu, who helps him escape from the authorities and they fall in love. Yang has a change of heart after meeting Da Mo and works to stop Mu from taking the throne.
